King County Public Health Operational Master Plan

The Public Health Operational Master Plan (PHOMP) was developed to establish a sustainable operational and financing model for the provision of essential public health services that protect the public from threats to their health, promotes better health and helps to assure that people are provided with accessible, quality health care.

Developed over a two-year period, the PHOMP was adopted by the King County Council and the King County Board of Health in 2007.
