Caption: An engineer inspects material removed from a boiler during renovation at the Al-Doura power plant in Baghdad. Tests will be done to check for dangerous material such as asbestos. Al-Doura, like many other power facilities, is in great disrepair. Iraqi engineers were forced to keep the facilities online at any cost, often foregoing maintenance and safety procedures. Some engineers were threatened with jail if they failed to keep them running.
