A DART Program Officer accompanied by a DART translator listen to an Iraqi engineer in charge of the installation of a prefabricated building that will act as temporary headquarters for the town council in the southern Iraqi town of Umm Qasr (shown in the background.) The building will be divided into 3-4 rooms that will enable the town council to carry out its duties in meeting the needs of the town's residents. The building was erected under a grant from USAID's Office of Transition Initiatives. The U.S. Government, through USAID/OTI, also provided funds to rehabilitate a secondary school in Umm Qasr, enhance telephone and Internet connectivity in the town, and to establish a sports and recreation program to keep children occupied after the end of the school year.
