Division of Realty

The Division of Realty supports the acquisition and management of Service Lands utilizing the Migratory Bird Conservation Fund, the Land and Water Conservation Fund, the North American Wetlands Conservation Act Funds, contributed funds, land donations, and land exchanges. The Division is responsible for all activities involved in the land acquisition process, including land surveys, negotiations, title curative work, and records maintenance.  A good deal of the land is acquired in support of the National Wildlife Refuge System.

The Chief, Division of Realty, who is also known as the Senior Realty Officer, is responsible for all activities involved in the land acquisition process in Region 3, including the following list of functions.  Ensures that land acquisition activities in the Region are in substantial compliance with Service and Departmental policies and regulations.  Coordinates with other Divisions and Offices in the Region on the control and disposition of Service lands.  Provides assistance to the public on land acquisition inquiries and issues.  Reviews and comments on legislation pertaining to land acquisition and related activities.  Provides guidance to the Regional Directorate in all matters associated with the acquisition of interests in land through lease, purchase, exchange, donation, withdrawal from the Public Domain or by management agreement.  Oversees the preparation of reports associated with the acquisition and disposal of lands or interests therein including rights-of-way, revenue sharing payments and lands under control of the Service.  Coordinates complex land exchanges.

Provides national support for the Lands Record System (LRS) and annual reports, connectivity support for the Realty Acquisition Tracking System (RATS), Database Administration for the regional Geographic Information System (GIS) Spatial Database Engine (SDE) system, webmaster for the Realty web sites, local system database designer and programmer and Custodial Officer for property in the Regional Office, Litchfield and Fergus Falls Wetland Acquisition Offices.
