April 14, 1999 TO: All Small Off-Road Engine Manufacturers and Interested Parties SUBJECT: Public Workshop on Phase 2 Nonroad Small SI Engines In March of 1999 the U.S. Environmental Protection Agency (EPA) finalized a second phase of regulations controlling emissions from nonroad spark-ignited engines under 19 kWs beginning with the 2001 model year. In order to assist manufacturers in complying with the new regulations, EPA will conduct a public workshop on the new requirements. Although the workshop will focus on class I and II non-handheld engines, all nonroad small SI engine and equipment manufacturers are welcome. Topics will include: the Phase 2 standards; certification procedures; durability testing; averaging, banking, and trading; production line testing; in-use testing; and reporting formats and requirements.
