High Stress Assignment Outbrief Program



And you thought coming home was supposed to be the easy part...

Whether you are assigned to Iraq, Afghanistan, Haiti, or any other post that puts your life in danger, we honor your service and look forward to welcoming you home.

The Outbrief Program can help you: 
 

  • understand the challenges of returning from a high stress environment
  • learn how to share information with your loved ones to ensure the kind of reunion you want and deserve
  • identify signs and symptoms of possible psychological reactions, including Post Traumatic Stress Disorder (PTSD)
  • locate additional resources if desired
  • convey to the State Department the full range of difficulties you encountered

Experienced staff from the Mental Health Services (MHS) Office and the Transition Center lead the Outbrief Program.

State tuition rate: No charge
Non State tuition rate: $80

Who attends: Foreign Service and Civil Service employees from the State Department who have spent more than 90 days in Iraq or Afghanistan are required to attend. Additionally, any State employee serving at any high stress post is highly encouraged to attend.

Employees may also participate in the Outbrief Program with the Health Unit at their onward, non-CONUS assignment. 

Employees of other agencies are welcome to attend MQ-950.

How:
- Foreign Service employees (State): CDOs and Assignment Officers register for you. 
- Civil Service employees (State): Submit DS-755 to the Office of the Registrar and specify the date of the course.
- Non-State employees: Contact Theous Rhem, RhemTR@state.gov,  703-302-7146 to find out course fees and registration details. You will need to submit SF-182.

Where: at the George Shultz National Foreign Affairs Training Center (Foreign Service Institute (FSI) Transition Center) in Arlington, VA.

High Stress Assignment Outbrief  - Special Session  (MQ-951)

If an employee cannot possibly attend the regularly scheduled MQ-950 Outbrief Program, a Special Session (individual meeting) can be arranged.

State tuition rate: No charge

Non State tuition rate for FY 08: $50
Non State tuition rate for FY 09: $40

Who attends
: Foreign Service and Civil Service employees from the State Department; employees from other non-State agencies.

How:
1. Coordinate individuals' schedules directly through the Transition Center or MHS.

Scheduling contacts:

- Deployment Stress Management Director, Dr. Thomas Burke, Mental Health Services, 202-663-1646, burketj@state.gov.

2. Once all attendees' schedules are confirmed, register for the individual meeting based on the following categories:

- Foreign Service employees (State) - CDO and Assignment Officers register for you.
- Civil Service employees (State) - submit form DS-755 to the Office of the Registrar and specify the date of the meeting.

- If employees are meeting with Transition Center staff, they will go to the George Shultz National Foreign Affairs Training Center (Foreign Service Institute Transition Center) in Arlington, VA
- If employees are meeting with the Mental Health Services (MHS) Office, they will go to the MHS offices located in Washington, DC, (across from the main State Department building at 23rd and C Streets).
