Victoria A. Lipnic
 Victoria A. Lipnic was nominated by President George W. Bush in January 2002 and confirmed by the United States Senate on March 22, 2002 to be Assistant Secretary of Labor for Employment Standards.
The Employment Standards Administration (ESA) is the largest agency in the Department of Labor with more than 4,000 employees around the country. It is comprised of the Wage and Hour Division, the Office of Federal Contract Compliance Programs, the Office of Labor-Management Standards, and the Office of Workers' Compensation Programs.
Under Assistant Secretary Lipnic's leadership ESA is responsible for administering and enforcing numerous laws and regulations which set employment standards for most of America's workers. The laws and regulations include: minimum wage, overtime, child labor, family and medical leave, and migrant farm worker provisions; workers' compensation benefits to certain employees injured on the job; non-discrimination and equal employment opportunity by federal contractors and sub-contractors; as well as the laws which ensure fiscal responsibility and democracy in most labor organizations.
Prior to her appointment Assistant Secretary Lipnic served on Capitol Hill as workforce policy counsel to the Committee on Education and the Workforce in the U.S. House of Representatives from 2000 to 2002. She was in-house counsel to the U.S. Postal Service, responsible for employment and labor matters from 1994 to 2000, before her Capitol Hill service.
Assistant Secretary Lipnic also served as a special assistant to the assistant secretary for trade development at the International Trade Administration (U.S. Department of Commerce) from 1988 to 1989, where she was responsible for policy and program development for U.S. industry to improve international competitiveness. Prior to that she served on the staff of the U. S. Secretary of Commerce from 1984 to 1988.
Assistant Secretary Lipnic earned a Bachelor of Arts degree in Political Science and History from Allegheny College (PA) and a Juris Doctor degree from George Mason University (VA) School of Law.
She resides in Arlington, VA.
