Office of Labor-Management Standards (OLMS) OLMS Customer Service I. Agency Mission and Purpose: The Office of Labor-Management Standards (OLMS) mission is to administer provisions of the Labor-Management Reporting and Disclosure Act of 1959, as amended (LMRDA), which primarily establishes standards for labor union democracy and financial integrity and requires reporting and public disclosure of union reports. OLMS strives toward the elimination or prevention of improper or corrupt practices by labor unions and their officers and representatives, combats those serious violations of the LMRDA and related acts covering Federal employee unions which interfere with democratic procedures within labor organizations, and helps unions improve their organizational and administrative effectiveness. OLMS also has the mission to protect mass-transit employees who may be affected by Federal funds as outlined in 49 U.S.C. §5333(b), commonly referred to as Section 13(c) of the Federal Transit law.
