Children's Health Insurance Program
(SCHIP)
Title XXI of the Social Security Act, known as the State Children's Health Insurance Program (SCHIP), is a program initiated by the Balanced Budget Act of 1997 (BBA). SCHIP provides more Federal funds for States to provide health care coverage to low-income, unisured children. SCHIP gives States broad flexibility in program design while protecting beneficiaries through Federal Standards. Funds from SCHIP may be used to provide medical assistance to children during a presumptive eligibility period for Medicaid. This is one of several options from which States may select to provide health care coverage for more children, as prescribed within the BBA's Title XXI program.
