U.S. Environmental Protection Agency Office of Transportation and Air Quality Assessment and Standards Division October 10, 2002 Document released for public review and comment: "Draft Design and Implementation Plan for EPA's Multi-Scale Motor Vehicle and Equipment Emission System (MOVES)" Report Number EPA420-P-02-006 ABSTRACT The Multi-Scale Motor Vehicle and Equipment Emission System (MOVES) is intended to include and improve upon the capability of MOBILE and NONROAD and eventually to replace them with a single comprehensive mobile source modeling system. This report presents the proposed MOVES design and implementation plan and includes our analysis of use cases, the design and implementation plan proposed to meet these use cases, specific mathematical formulations and data input requirements to implement this design, and software choices which are proposed to implement the design. The MOVES design is centered on the three primary components of mobile source emission modeling: characterizing the fleet, characterizing the fleet's activity, and characterizing the emissions associated with that activity. Detailed design aspects for the fleet and activity components are presented in this document. Our detailed plan for characterization of emissions will be published as a separate report.
