Who May Apply: (specifically) Only designated State Correctional Education Agencies designated by the governor of the state may apply for these funds. For purposes of this grant, an eligible youth offender is defined as an individual, age 25 or younger, who is incarcerated in a State prison and is within 5 years of release or parole eligibility.
