Partner Profile In July 2005, Fort Carson partnered with eight other government agencies in signing a landmark agreement to purchase renewable energy certificates (RECs) from the Western Area Power Administration. This purchase covers 28 percent of Fort Carson's electricity load for a price premium of less than 1 percent over the standard electricity rate. The RECs represent electricity generated by a combination of biomass from sawmill plants in California and wind farms in California and Nebraska.
