TRAVEL REGULATIONS

USDA - - FOREST SERVICE

BLACK HILLS NATIONAL FOREST

HELL CANYON RANGER DISTRICT

 

 

Pursuant to 36 CFR 261.50 (a) and (b), the following is prohibited on signed roads and areas; Attachment A, yearlong road closures, Attachment B, walk-in hunting areas, Attachment C, yearlong area closures, and Attachment D, wildlife winter range closures except as otherwise noted.

USING ANY TYPE OF MOTORIZED VEHICLE PROHIBITED BY THE ORDER ON FOREST DEVELOPMENT ROADS.   36 CFR 261.54a

POSSESSING OR USING A MOTORIZED VEHICLE OFF FOREST DEVELOPMENT ROADS.  36 CFR 261.56

Pursuant to 36 CFR 261.50(e), the following persons are exempt:

(1)   Forest Service contractors or permittees engaged solely in the

Performances of permit or contract obligations.

(2)   Persons carrying written permission from the District Ranger.

(3)   Forest Service personnel engaged in the performance of an official duty.

(4)   Any Federal, State or local law enforcement officer, or member of an organized rescue or firefighting force engaged in the performance of an official duty.

This order establishes travel regulations necessary to implement the Black Hills National Forest Land and Resource Management Plan.


ATTACHMENT A

YEARLONG ROAD CLOSURES

THE DESIGNATED ROUTE IS CLOSED TO MOTORIZED TRAVEL.

ANY FOREST DEVELOPMENT ROAD NOT SIGNED AS CLOSED SHALL BE CONSIDERED OPEN TO MOTORIZED TRAVEL (36 CFR 261.54 (a) and CFR 261.56).

Area Descriptions:

HC AREA 1, Gate A-45: Restricted for administrative use on FDR 110.4E, gravel quarry area. Located west of FDR 110 and FDR 117 intersection.

HC AREA 2, Gates A-48, A-49 and A-50:  Restricted for trail protection, walk-in recreation, big game security and cost reduction. Gate A-48 is located at FDR 726 & 726.1B intersection; gate A-49 is on FDR 117.5C and gate A-50 at the junction of FDR 724.1B and 724.1C.  These areas are west of FDR 117 near Moon.

HC Area 3, Gates A-40 and A-41:  Restricted for big game security, trail protection and cost reduction.  Gate A-40 is on FDR 117.4I and gate A-41 is on 117.1J.  These closures are adjacent to FDR 117 (Boles Canyon road).

HC Area 4, Gate A-47:  Restricted for habitat conservation, water quality, big game security and cost reduction.  The closure is on road FDR 297.1M, which enters into the area south and east of Tenderfoot creek and west of Highway 385 & 16.

HC Area 5, Gate A-44:  Restricted access to gravel quarry. FDR 471 near Bear Mt off FDR 291.

HC Area 6, Gate C-01: Restricted access to gravel quarry.  FDR 273.1A, just off FDR 273 (Pass Creek Road).

HC Area 7, Gates C-27, C-28, C-29 and C-39:  Restricted for soil and water protection, trail protection and cost reduction. All of these gates are west of FDR 273 (Lower Pass Creek Road), and south of FDR 274 (Water Draw Road).

HC Area 8, Gate D-8:  Big game security, trail protection and cost reduction.  Located on FDR 342.1I, north of CTY 341 (Lower French Creek Road), near the “Triangle A” mine.

HC Area 9, Gate D-13:  Restricted for trail protection and cost reduction.  Just west of Stockade Lake near the Stockade, off CTY 341.

HC Area 10, Gate A-51: Restricted for habitat conservation, water quality, big game security and cost reduction.  Road is on northern end of District off of US HWY 385 on the west side.

HC Area 11, Gate C-25: Restricted for habitat conservation, water quality, big game security and cost reduction.  Located on FDR 685.1 southwest of junction with 685.1C.

HC Area 12, Gate D-16:  Restricted for habitat conservation, water quality, big game security and cost reduction.  Restricted for big game security, trail protection and cost reduction.  FDR 324.1 west of US HWY 385/16 near Wind Cave National Park.

 

 

ATTACHMENT B

WALK-IN HUNTING AREAS

THE AREA IS CLOSED TO MOTORIZED TRAVEL EXCEPT ON DESIGNATED ROUTES.

ANY FOREST DEVELOPMENT ROAD NOT SIGNED AS OPEN SHALL BE CONSIDERED CLOSED TO MOTORIZED TRAVEL (36 CFR 261.54 (a) and CFR 261.56).

Area Description:

Roby, Gates A-42 and A-43:  Restricted for walk-in deer and spring wild turkey hunting, November 1 to May 15 annually, big game security and trail protection.  Both gates are located on FDR 264 (Roby Canyon).  Roby Canyon is located west of FDR 117 (Boles Canyon road.)


ATTACHMENT C

YEARLONG AREA CLOSURES

THE AREA IS CLOSED TO MOTORIZED TRAVEL EXCEPT ON DESIGNATED ROUTES.

ANY FOREST DEVELOPMENT ROAD NOT SIGNED AS OPEN SHALL BE CONSIDERED CLOSED TO MOTORIZED TRAVEL (36 CFR 261.54 (a) and CFR 261.56).

Area Description:

Buckhorn, Gates B-5, B-6, B-8, B-9, B-23, B-26, B-27 and Gates on FDR 302 and FDR 352: Restricted for big game security, habitat conservation, walk-in recreation and cost reduction.  Most of these gates access through private land to the forest.  Gates B-5, B-6 and B-9 are on FDR 410 located west of Highway 89.  Gate B-8 located on FDR 352.2C which is located northeast of Crazy Horse.  Gate B-23 is located on FDR 362.1 at boundary with private land west of Highway 89.  Gate B-26 is located on FDR 407.1F located east of Highway 385 & 16 north of Custer.  Gate B-27 is located of FDR 407.1, east of Highway 385 & 16 north of Custer.  The area is Forest Lands north of Custer bounded by Highway 385 & 16 on the west, north to Highway 87, bounded by Highway 87 on the east and bounded by Highway 89 on the east, south on Highway 89 to Custer.

Flynn Creek, Gates D-4, D-5, D-9, D-10, D-11, D-12, D-14, D-15 and D-17:  Restricted for walk-in recreation, water quality, big game security, trail protection and cost reduction.  Area is National Forest System lands east of FDR 337 (Glen Erin Road) to junction of FDR 343 (Hazelrodt road), northeast on FDR 343 to CTY 341, bounded by CTY 341 (Lower French Creek Road) on the east, southeast on CTY 341, to Custer State Park boundary.  Bounded by Custer State Park boundary  Section 2 (Norbeck), Wind Cave National Park boundary and FDR 391 on the south, east on FDR 391 to CTY 336, bounded by CTY 336 on the west, north on CTY 336 to junction of FDR 337, point  of beginning.

Norbeck Wildlife Preserve, Gates B-11, B-12, B-13, B-19, B-20, B-21, B-24, B-25, B-28, B-29, B-30, B-31 and B-33 on the Hell Canyon District: Restricted for wildlife protection, walk-in recreation, water quality, and habitat conservation. Area is National Forest System lands north of Custer State Park boundary, south of U.S. Highway 16A, south of CTY 244, east of State Highway 87 to Sylvan Lake and east of State Highway 89 to the section line on the south side of T3S, R5E, Sec's. 3-6, east to Custer State Park boundary, point of beginning. Also, T5S, R5E, Sec. 2. 


ATTACHMENT D

WILDLIFE WINTER RANGE CLOSURES

THE AREA IS CLOSED TO MOTORIZED TRAVEL EXCEPT ON DESIGNATED ROUTES.

ANY FOREST DEVELOPMENT ROAD NOT SIGNED AS OPEN SHALL BE CONSIDERED CLOSED TO MOTORIZED TRAVEL (36 CFR 261.54 (a) and CFR 261.56).

Area Description:

Cicero Peak, Gates D-1, D-2, D-3 and D6.  Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands east of CTY 793, south of private land, west of CTY 336 and FDR 336.1H, north of Cicero Peak and the junction of FDR 382 with CTY 793.  Area is mainly located in T4S, R5E, Sec. 19 and NE Sec. of  30.

Bismarck, Gates B-17 and B-35.  Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands north of FDR 349.1B, east of private land, south of FDR 345.1 and west of Custer State Park.  This area is north of Bismarck Lake in T3S, R5E, Sec. 15.

Willow Creek, Gates B-3, B-4 and B-7.  Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands south of Norbeck Wildlife Preserve, east of Highway 89, north of FDR 344.1 and west of FDR 344.2.  Area is northeast of Custer approximately 2 miles. 

Beaver Creek, Gates C-18, C-20, C-21, C-22, C-36 and C-37.  Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands south and east of FDR 308.1 and 308.1B, north of 313.1C west of CTY 313 and north of private east of CTY 313.   West of 329.1A and private south of FDR 329.1B.  north and west of FDR 329.1 and 329.1B.  South and east of 326.1 and private.  Located mainly in T4S, R4E, Sec. 27, 33 and 34.  T5S, R4E, Sec. 3 and 4.

Pleasant Valley, Gates (north of Highway 16) A-4, A-5, A-6, A-7, A-8, A-9, A-12, A-13, A-14, A-15, A-17, A-20, A-22, A-24, A-25, A-28, A-29, A-33, A-34, A-46; (south of Highway 16) C-2, C-3, C-4, C-5, C-6, C10, C-11, C-12, C-13, C-14, C-15, C-16, C-17, C-19, C-26, C-33.  Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands - North of Highway 16, east of FDR 665.1, 287.1 and 285.1; south of district boundary and west of Highway 385.  South of Highway 16, east of FDR 273.1 and 507.1; west of CTY 715.

Tepee, Gates C-42 and C-43.   Restricted for big-game security and wildlife winter range from December 15 to May 15.  Area is National Forest Service lands south of Highway 16, west of FDR 271 and 271.1A, east of private.  Area is located in T4S, R1E, Sec. 12.
