Vision - A globally competitive and skilled workforce that promotes and nurtures a diverse and prosperous economy and preserves the special quality of life in Hawaii.

Mission - Develop a skilled workforce that meets the needs of business and industry, enhances workplace productivity, and increases opportunities for employment and entrepreneurship.



The Hawaii Workforce Development Council:

  • is a private- sector led body responsible for advising the governor on workforce development to support economic development and employment opportunities for all.
  • is the State Workforce Investment Board for purposes of the Workforce Investment Act (WIA) of 1998.
  • assists the Governor in developing and updating comprehensive five-year strategic workforce investment plans and oversees public workforce investment activities in the state.

A workforce development system is the array of organizations, policies, and programs that government employers have put in place over the years:
  • to help assure their citizens get education and training required for good jobs,
  • to match job-seekers to employers in the labor market, and
  • to help firms solve human resource issues in ways that contribute to economic growth.
