The U.S. Department of Labor is prepared to provide emergency resources
to assist Arkansas workers dislocated as a result of last week's tornadoes,
storms, and floods, Acting Secretary Cynthia A. Metzler announced today.
These resources will be used to create temporary jobs for dislocated
workers to assist in the cleanup and restoration of devastated areas, and will
be made available after Arkansas officials review the storms' aftermath.
"These are people who have seen their towns, their homes and their jobs
destroyed," said Metzler. "The temporary jobs will give them a chance to earn a
paycheck while they help rebuild their communities."
Temporary jobs will be provided for dislocated workers in counties that
have been declared eligible for public assistance by the Federal Emergency
Management Agency (FEMA). If additional counties are added by FEMA, they can be
included in the project. Jobs will be created for up to six months with public
or private non-profit agencies to help with clean-up, repair and restoration
efforts.
The award is authorized under emergency provisions of Title III of the
Job Training Partnership Act (JTPA) to fund special temporary jobs that benefit
the public and help dislocated workers resume regular employment.
The dislocated worker program is a comprehensive approach to help
workers who have been, or are about to be, laid off for reasons such as
technological change, foreign competition or government actions. In general,
such workers are eligible if they are unlikely to return to their previous
industry or occupation.
Disaster Unemployment Assistance, which provides temporary, partial
income loss replacement for people whose job loss is a direct result of the
disaster, will also be made available.
