Chapter 35) requires that the Office of Management and Budget (OMB) provide interested Federal agencies and the public an early opportunity to comment on information collection requests. OMB may amend or waive the requirement for public consultation to the extent that public participation in the approval process would defeat the purpose of the information collection, violate State or Federal law, or substantially interfere with any agency's ability to perform its statutory obligations. Abstract: The Conversion Magnet Schools Evaluation studies the impact of federally funded elementary magnet schools on the academic achievement of students who attend them, and on minority group isolation in the schools. The first phase of the study investigates the feasibility of conducting rigorous research using experimental or quasi-experimental designs to explore the relationship between magnet programs and student achievement both for students who attend magnet schools as their neighborhood schools and for students from other neighborhoods who must apply for admission. Collection and analysis of student data will proceed if the studies are found to be feasible. The evaluation will inform policymakers and researchers on the effectiveness of magnet schools as an educational approach and a type of school choice.
