The CORE manages the development of program goals, objectives and plans and develops systems for tracking and assessing program progress, including headquarters, regional, State, Tribal, and local resource and program management systems. It manages program resources, including budget, contracts, and human resources, and coordinates cross-cutting information resources management, administrative support services and manages the OAQPS QA program. The CORE facilitates communication between OAQPS and Regions, States, Tribes and local agencies on program issues, and leads cross-Office international activities. The CORE is also responsible for the following functions:
- Manages long-range and strategic planning processes, including implementation of the Government Performance and Results Act (GPRA);
- Develops and manages OAQPS portions of headquarters and regional program progress tracking systems, including development of performance measures;
- Manages budget formulation and execution for OAQPS portions of headquarters and regional resources and State grants;
- Facilitates communication and cooperation between OAQPS and Regional Offices, Multi-State Organizations (MSOs), States, Tribes, and local agencies on resource, planning, and program issues;
- Manages OAQPS computer and information resources and support services, including LAN support, information system security, capital planning and investment control, and IT cost accounting;
- Leads and coordinates OAQPS planning, development, implementation, and evaluation of international programs and serves as advisor to the Director, OAQPS, and focal point for liaison with other EPA and Federal offices, countries, international organizations, and external stakeholders on international program issues;
- Manages OAQPS human resource activities, including timekeeping, awards, ethics, liaison with the servicing human resources office, labor-management issues, and Office-wide human resource initiatives (e.g., training and development, intern and mentoring programs, health and productivity management programs, etc.);
- Manages OAQPS contracts, grants, and other extramural resource management processes and ensures that adequate fiscal controls are maintained;
- Manages Office-wide administrative support services, including health and safety, facilities, conference support, Freedom of Information Act, bankcards, copy center, the Senior Environmental Employee program, confidential business information (CBI), and records management
- Manages OAQPS QA oversight. It is OAQPS policy that QA activities shall be conducted to assure environmental data generated, processed, or used for its program will be of known quality and complies with the requirements of ANSI/ASQC E4-2004 and EPA Order 5360.1 A2 Approval Date: May 5, 2000.
