  • Indicates that the function/activity is performed by Federalemployeesand is specifically exempt by the agency from the cost comparisonrequirements of the Circular A-76 Revised Supplemental Handbook.

Cost Comparison

  • Indicates that the function/activity is performed by Federalemployeesand is subject to the cost comparison or direct conversionrequirementsof theCircular A-76 Revised Supplemental Handbook.

C

Government Performance of Commercial Activities

  • Indicates that the function/activity is performed by Federalemployees, but it has been specifically made exempt from theprovisions of Circular A-76 Revised Supplemental Handbook byCongress, Executive Order or OMB.

Core Capability

  • A minimum core capability of specialized, scientific or technical in-house or contract employees and related commercial workload, maybe maintained, without cost comparison, to ensure the Governmenthas the necessary capability to fulfill its mission responsibilities ormeet emergency requirements.
