              Dear Conference Participant:

              Welcome to the Conference on Regional Medical Programs.

              The major purpose of this Conference is to gather information  and
              material which can be used in preparing the forthcoming Report  of
              the Surgeon General to the President and the Congress on  Regional
              Medical Programs.

              To afford opportunity for direct participation, all those attending
              the Conference will be asked to take part in three small group
              discussion sessions.  In this way, we hope to obtain your views
              and those of others at the Conference.


              In addition to the material developed out of the Conference itself,
              we are also anxious to obtain individual ideas, opinions and comments.
              This purpose can only be achieved if you and your colleagues will make
              the effort to provide us with your personal reaction to the Conference.
              Therefore, a letter or note addressed to me, giving your own thoughts
              as soon after reflecting on the issues that the Conference brought
              into focus, will be of great importance in achieving our goal, and
              will be deeply appreciated. The following schedule indicates  the.
              time pressures that we are under and the need for you to act as soon
              as possible in fulfilling this request.
