Changes in State unemployment insurance legislation in 1996

In 1996, Congress enacted the Small Business Job Protection Act of 1996, which made several changes affecting the unemployment compensation program. New Jersey enacted a temporary emergency unemployment benefits program, while most States established a system for withholding of Federal income tax from unemployment benefits. This article summarizes some significant changes in State unemployment insurance laws during 1996.
