Higher settlements in 1989 end innovation decade

Bargaining in 1989 reflected an improved economic climate.   Nonetheless, negotiators incorporated approaches introduced earlier in the decade to curb labor costs.  This article summarized negotiated wage and working condition changes in private industry during the 1980's.
