An analysis of U.S. industries sensitive to foreign trade, 1982-87

Although open trading favors many industries, workers in industries that are affected adversely often have difficulty relocating. The Trade Adjustment program reaches only a small fraction of those potentially eligible for assistance. This article tracks job trends in trade-sensitive manufacturing industries, with special emphasis on earnings levels, from 1982-1987.
