112(l) "Sacramento Protocol" Final Report
WHAT IS THE "SACRAMENTO PROTOCOL" FINAL REPORT?This report, dated November 24, 1997, documents a special project under Section 112(l) of the Clean Air Act. The contents of the various documents making up the "Sacramento Protocol" Final Report are described below. It provides the results of the California Air Resources Board (CARB or State), the United States Environmental Protection Agency (EPA), and the South Coast Air Quality Management District (SCAQMD or District) efforts to determine whether identified State and District air pollution control requirements in California are technically equivalent to the requirements found in five Federal MACT standards. Chapters 1 and 2 of this report explain the background to the Sacramento Protocol and the efforts undertaken by a team of EPA, CARB and SCAQMD regulatory and compliance staff in arriving at the results presented in this report. Chapters 3 and 4 summarize the results of the comparisons developed by the team, respectively, for emissions-related and monitoring/recordkeeping related requirements. Chapter 5 identifies the resolution for the 24 issues that the team referred to CARB and EPA management to resolve. Chapter 6 presents the team's conclusions.
