U.S. Department of Labor Workshops for Contractors

Three-Day Conference Will Address Compensation for Workers

SAN FRANCISCO -- Representatives from the U.S. Department of Labor's Wage and Hour Division invite contractors of local businesses, state and federal contracting officers, employee association representatives, and interested attorneys and the public to attend workshops about the guidelines governing pay for workers under the federal Davis-Bacon and Service Contract acts.

The Davis-Bacon Act applies to contracts over $2,000 with the United States government for construction, alteration or repair of public buildings or public works. It requires that contractors or their subcontractors pay workers employed directly at the site no less than the locally prevailing wages and fringe benefits. The Davis-Bacon Act directs the Secretary of Labor to determine such local prevailing wage rates.

The prevailing wage requirements extend to more than 60 related acts that provide federal guidance for construction, such as a highway resurfacing project funding through a grant to the State Department of Transportation. The Service Contract Act applies to most federal contracts that furnish services, such as providing security, janitorial or grounds maintenance services.

The Hawaii Procurement Institute of the William S. Richardson Law School, University of Hawaii, is hosting the conference. The Wage and Hour Division's national, regional and local offices will present concurrent workshops on wage determination, compliance and investigative procedures used to ensure compliance with the wage laws.
