The public's rights and responsibilities to file an appeal are defined in specific appeal regulations. Usually, all administrative processes must be exhausted before a person can bring a court action (litigation) associated with an environmental planning decision.

in Title 5 of the United States Code, section 552, was enacted
in 1966 and provides that any person has the right to request
access to federal agency records or information.
