FSIS Receives Prestigious 2007 Presidential Quality Award

WASHINGTON, Dec. 4, 2007 - The U.S. Department of Agriculture's Food Safety and Inspection Service (FSIS) last night received the 2007 Presidential Quality Award for Management Excellence. FSIS was honored for its dedication, hard work and outstanding leadership in advancing the President's Management Agenda through the strategic management of human capital. This year, FSIS received one of six awards given to federal agencies for excellence in quality and productivity.

"The most important factor in the day-to-day success at FSIS is our dedicated and talented workforce I have the honor of working with," said Administrator Al Almanza. "This dedication and effort is the key to our achievement of positive, measurable results for the millions of consumers around the world who enjoy safe and wholesome meat, poultry and processed egg products every day."

The President's Quality Award recognizes the Agency's many initiatives in human capital productivity including the ability to recruit and hire the veterinarians, food inspectors, scientists and other employees that are the backbone of the FSIS public health and inspection program.

FSIS' hiring and recruiting flexibilities nationwide serve as a USDA benchmark for incentives to attract and retain high-quality employees. In addition to their regular duties within the Agency, 100 highly trained FSIS employees serve as program recruiters that visit more than 50 colleges and universities and have established four formal partnerships with Historically Black Colleges and Universities and Hispanic Serving Institutions. The use of direct hire authority and recruitment incentives doubled the number of applications for veterinary positions, reducing the shortage of Public Health Veterinarians by fifty percent.

The Agency's human capital strategic management efforts have served as a model across the federal government. FSIS is one of the first federal agencies to achieve recognition from the Office of Personnel Management (OPM) for a validated and credible performance management program. USDA selected FSIS as the first agency to test this new performance management model for the Department.

The OPM manages the President's Quality Award program, which recognizes organizations and projects that stand out in implementing the President's Management Agenda objectives.
