Dear Erie County Resident and Taxpayer,

Thank you for providing me the opportunity to serve you as Erie County's independently elected Comptroller. In that capacity I act as Erie County's Chief Accounting and Reporting Officer, Chief Fiscal Officer and Chief Auditing Officer.

In those roles I promise to you that I will serve as your independent monitor of the county's finances. I will conduct timely, proactive and thorough audits and reviews of Erie County's departments, offices, functions and related entities. I intend to shape the Office of the Comptroller's Audit Division into an Inspector General-style organization that stops and prevents waste, fraud and abuse of county taxpayers' dollars. I pledge to you that the office of Comptroller will independently monitor all facets of county government to ensure an efficient government that is responsive to the needs of its citizens.

I promise to you that I will work collaboratively and cooperatively with the county executive and the legislature, as well as the Erie County Fiscal Stability Authority, in order to restore fiscal discipline to county government.

However, as the independent watchdog of your tax dollars, when necessary, I will vigorously communicate my concerns to the public on matters that I find troubling or of great concern. On my watch, the risky budgetary schemes and gimmicks of recent memory will not only be noticed, but will be heavily criticized as a return to the past and a failure to provide the taxpayers of Erie County with what they deserve - a government based not on folly, but on sound fiscal practices.

I will not hesitate to report to the public when I see wrongdoing, questionable practices or waste. That's what the office of an independent Comptroller should do, and that is what I will do.

Finally, I will not lose sight of the fact that I am here to work on your behalf. The people of Erie County deserve an open, honest government that is accountable to its citizens. As your Comptroller, I will restore the public's trust in the office of the Comptroller, but also, help to restore the public's confidence in their Erie County elected officials.
