General Information
Khabarovsk, the administrative center of the Khabarovsk Krai and the capital of the Russian Far East Federal District is located 5,300 miles east of Moscow. It is the largest industrial, transportation, cultural, and scientific center of the Russian Far East (RFE). Khabarovsk city population today is approximately 580,000 people. As of January 1, 2005, the population of the Khabarovsk Krai (region) was 1.42 million. The city is divided into four districts: Railroad, Southern, Northern and Central.
The Eurasian continent and Pacific Ocean determine the city’s climate, which changes from predominantly monsoon in summer to continental in winter. The winters are cold and poor in snow, with an average of 20-27 sunny days per month, while the summers are hot and humid. The coldest months are January (-22.3 C) and February (-17.2 C); the warmest are July (+21.1 C) and August (+20 C). The annual amplitude of the temperature fluctuation is 43.4 C.
Nearly 100 large machine-building, metalworking, construction, food, and light industry enterprises operate in Khabarovsk. The Khabarovsk Krai market represents promising business opportunities. The Krai possesses huge resources of raw materials. There remains great demand in the consumer market for imported goods and the regional industrial infrastructure stands in need of significant upgrade. Social and political stability recorded for the past 15 years presents a strong argument to build a business in the Khabarovsk Krai. In November 2005, Ekspert magazine ranked Khabarovsk Krai 27th among 89 territories of the Russian Federation for its investment attractiveness. During the past three years, some solid businesses from the neighboring regions, including Vladivostok, have moved their operations to Khabarovsk.

Khabarovsk stands as one of the major crossroads of the Russian Far East due to its well-developed transportation infrastructure.
Khabarovsk airport is located approximately 5 miles from downtown Khabarovsk. Such airlines as Dalavia, Aeroflot, Domodedovo, SAT, Asiana, Evergreen, and Sibir operate flights to more than 40 cities within Russia, NIS, and foreign countries. The International Terminal of the Khabarovsk Airport offers direct flights to Guangzhou, Harbin, Dalian (China); Niigata, Aomori (Japan); Seoul (Korean Republic). Recently, Khabarovsk airport has been chosen to be one of Russia’s 10 largest cargo air hubs and will undergo a considerable renovation. The Trans-Siberian highway traverses the city, while connecting the western and eastern regions of Russia. The Khabarovsk train station is located in the city downtown. The highway system links Khabarovsk with many locations in the RFE, a paved road connects Khabarovsk with the largest seaports of Nakhodka, Vladivostok, and Vanino. Recently constructed Chita–Nakhodka federal highway will provide automobile connection with all western regions of the country.
The city passenger traffic is presented by private buses, municipal buses, trolleybuses and street railways, which charge an average of $0.36 for transportation within the city limits. There are many taxis in Khabarovsk. Taxi prices for trips around the downtown area average at $4-7. The trip from the airport to downtown Khabarovsk will cost about $20.
Currently, there are over 30 hotels in Khabarovsk. The best downtown hotels are Intourist (superior tourist category), Parus (business), Maliy Hotel (business), Ali (superior business), Amethyst (tourist) and Sapporo (moderate business). Continental breakfast is included in the cost of the room for most hotels.

Restaurants representing the cuisine of many nations, including Russia, Armenia, Bulgaria, China, Korea, Japan, and Italy are located throughout the city, although primarily clustered around the downtown. Prices may range from $4.5 for business lunch to $70 for dinner at an upscale restaurant.
Today, all types of telecommunication services
are available in Khabarovsk, including long-distance calling, direct long-distance
communication, Internet, cellular networking, paging, and calling cards, etc. Local
telephone communication is provided by 40 operators. The interzone, intercity,
and international communication is provided by 10 enterprises, including three
providers via the dedicated lines using 90 percent of the channels of
Rostelecom and Dalsvyaz (Khabarovsk) traditional operators. There are five
providers of cellular communications in the Krai. The regional providers of
cellular service are integrated in federal networks of national providers MTS,
Megafon and Vympelcom.
A local phone installed in client's office or apartment by the Khabarovsk branch of Dalsvyaz permits local and long‑distance calls. Installation fee is $215 for residents and $280 for companies. The monthly fee is $5 for residents and $7 for businesses and organizations.
Apart from traditional services, the Khabarovsk Telephone‑Telegraph Station offers Integrated Services Digital Network (ISDN). Opening the first number in an ISDN port with a Basic Rate Interface (BRI) costs $360. A calling card is the Station’s second most popular product. As of February 2006, a one-minute phone call to Moscow costs $0.3, and to Vladivostok – $0.2. The prices for the dial-up Internet connection vary from $0.7 per hour during working hours to $0.35 during the night; unlimited Internet access costs $107 per month (the price covers 800 Mb of traffic). Installation and registration of the high-speed individual connection will cost $107; monthly fee will amount to $107-$257 depending on the speed and traffic. Mir Communicatsiy (The World of Communication) offers a wide range of telecommunication services, including the IP-telephony, installation and adjustment of the automatic telephone system, development of the data communications network (xDSL, ISDN, Frame Relay, АТМ, Ethernet), video-conferencing systems, etc. Additional information about the company is available at www.telecom.hbr.ru.
Redcom is one of the largest and most popular Internet providers in the Krai. The company provides services for rather cheap prices. Registration of a subscriber is free. Payment for Internet time on working days is as follows: from 10:00am til 6:00pm – $1.14/hour; from 6:00pm til 8:00pm – $0.9/hour. Internet cafes are becoming increasingly popular in Khabarovsk; a number of them operate in the city downtown. Some hotels, post offices and libraries also offer Internet access for reasonable prices.
Mobile services in the Khabarovsk Krai are provided
by five operators: Vympelcom JSC (Bee Line trademark), RFE Cellular Systems-900
JSC (MTS trademark), Mobikom-Khabarovsk JSC (Megafon trademark), Khabarovsk
Cellular Phone JSC and PrimTelephone JSC (roaming services only).
Vympelcom JSC (formerly Dal Telecom International) operates in Khabarovsk since 1991. Once it became an affiliate of Vympelcom, it gained access to the capabilities of the national operator, including international roaming with over 170 countries and unified roaming tariffs.
Dalnevostochniye Sotoviye Sistemi – 900 (the RFE Cellular Systems-900) operates in Khabarovsk under the MTS trademark and offers a full range of cellular communication services to the Khabarovsk Krai population and businesses. MTS in Khabarovsk Krai offers inter-network, national and international roaming. The roaming services are available to all the subscribers of the MTS tariff plans. In order to receive the service the subscriber fills in a standard form at the MTS office.
The Russian postal system for international mail is somewhat unreliable and thus, foreign residents in Khabarovsk often employ alternative private services. Express and non-express mail delivery services are provided by a number of carriers and service companies in the city including DHL, UPS, and Federal Express.
Office Space
Traditionally,
foreign businesses prefer to open offices in downtown Khabarovsk. Today, a
number of companies and organizations offer office space and professional
services. There are also numerous scientific research and educational
institutions, as well as municipal organizations and private businesses,
engaged in rental business.
The Global Village Trading, former American Business Center, offers office rental as well as carrel rental, with telecommunications, information and other administrative services. The GVT submits Letters of Invitation for business travelers required for business visas, and also provides visa support, when necessary. The rental cost of one square meter averages $50.
The newly remodeled Dalniy Vostok Business Center has become very popular with local businesses. The business center offers 35 offices for rent ranging from 18 to over 80 sq. m. in size on the 2nd, 3rd and 4th floors. All offices are equipped with multi-channel telephony, Internet and Ethernet, TV, and air conditioning. The small offices are equipped with the split systems; larger offices have separate kitchens and restrooms. The rental cost of one square meter averages $45. A popular fast-food place, a coffee shop, and an Italian restaurant are located on the first floor of the DV.
Intourist Hotel offers office spaces to foreign and domestic businesses. The rent depends upon duration of the contract and form of company registration. Intourist charges $1,800/month for a one‑room office, $3,000 for a two‑room suite, and $4,500 for a three‑room suite. The Hotel offers telecommunications and transportation services, a meeting room, and a conference hall. Intourist business center is popular among U.S. businessmen for its decent services, which include Internet, printing, scanning, etc.
The monthly cost to rent office space in the center of the city is $20‑$50 per square meter. All local newspapers contain advertisements for office space rentals. Specialized weekly newspapers and journals such as Khabarovskay Nedvizhimost (Khabarovsk Real Estate), Iz Ruk v Ruki (From Hand to Hand), Present, and others publish numerous proposals.
Registration
All businesses operating in Russia, including joint ventures, foreign branches, and affiliates must be legally registered at the local State Registration Chamber of the Russian Federation. If the share of a U.S. company in the business exceeds 100,000 rubles ($3,570), the registration is conducted at the State Registration Chamber in Moscow. The foreign Investment Promotion Agency, established by the Khabarovsk Krai Government, can provide assistance in registering the company.
Enterprises with foreign investment, branches of foreign companies and their representation offices must be registered in accordance with the following legislation:

Visa and Registration
Requirements
Foreign citizens arriving and departing the Russian Federation must submit their passport, other personal identification documents and a Russian visa.
In order to obtain the Russian visa, one has to first get an “invitation.” Invitations for foreign citizens to visit Russia for business and commercial activities, as well as for education, medical treatment and vacation can be issued by Khabarovsk legal entities that are registered at the local Visa and Registration Department (OVIR) of the Russian Ministry of Internal Affairs. The Khabarovsk legal entity fills out a standard form and submits it to the OVIR together with the fee. The fee amount depends on the terms of invitation processing and the type of the invitation (single-entry, multiple-entry, commercial, tourist). The OVIR then provides the Russian side with the invitation letter, which is then forwarded to the Russian Embassy or Consulate closest the visa recipient.
All foreign visitors to the Russian Federation must be registered within the first three days upon arrival (with the exception of holidays and weekends) at the Visa and Registration Department. Most Khabarovsk hotels register foreign visitors on the first day of their arrival. The visitor has to submit his/her passport and visa to the hotel administrator.

Note: To get references from an off-budget fund, a company should write an application explaining the purpose of the reference. The fund issues a sealed document signed by the fund manager and addressed to a bank stating that the company is registered with the fund.

Labor
Khabarovsk is the largest educational center in the Russian Far East, with 23 universities, including Khabarovsk branches of the large Novosibirsk, Moscow, and St Petersburg-based universities, and 17 professional technical schools. Since dozens of foreign companies and organizations have been operating in the city for more than 15 years, there is always an opportunity to hire employees with experience working for foreign firms and Western training. Techniques for recruiting qualified staff in the Krai are similar to those in the West. Employers can publish job announcements in the major local newspapers (TOZ, Present, and Priamurskiye Vedomosti) or employ the local web resources. Another approach is to seek employees through employment agencies. However, the most common means of identifying qualified staff is by word of mouth.
As Russia proceeds on its way to the market economy, wages are yet to be standardized across industries; therefore, appropriate salary levels are often unclear. There are a variety of the employee benefits that employers can provide that reduce payroll costs. These include health care, day care, housing, and transportation. These social privileges granted to the employee from employer’s assets are not deductible for tax purposes.

The U.S. company seeking to employ a foreign citizen for a highly skilled position will be required to receive a work permit by submitting the following documents to the Migration Service Office:
- an application
- a petition for a work permit
- a copy of labor contract from the potential employer
- a copy of the company's Charter
- official permission to use residential address from the Ministry of Internal Affairs
- a certificate from the State Sanitary-Epidemic Inspection of the Khabarovsk Krai comparing the quality of living conditions to the sanitary standard required by the Krai.
The Work Permit fee is regulated by Russian legislation and is structured in a number of a minimum monthly wages. It is a common practice in Russia to measure fines, fees, and penalties in a number of monthly minimum wages (a minimum monthly wage totals 100 rubles or $3.57). The Work Permit costs 15 minimum monthly wages.
Business Consulting
Foreign companies operating or planning to operate in the Khabarovsk Krai
often join the Far Eastern Chamber of Commerce and Industry (FECCI), a local
branch of the international, non-governmental, non-commercial organization. The
FECCI unites manufacturing, trading, and service companies and entrepreneurs
and protects their interests within the Krai. It guarantees high-quality,
skilled servicing and total confidentiality of information about the client.
The organization provides wide range of services to businesses, including legal
advising, business-planning, marketing, translation, business establishing and
re-establishing, product certification, valuation of property, and business
information. The FECCI helps companies to find business partners both within
Russia and abroad. It also establishes contacts with foreign companies and
economic organizations. Companies or individuals who are members of the FECCI
are given a certain advantage, including lower tariffs and some usually paid
services provided to them free-of-charge. To become a member of the FECCI, one
must submit an application letter to the FECCI Board and pay in an entrance fee
of 7,000 rubles ($260). There is also an annual fee of 5,000 rubles ($185).
Imperfection of the Russian legislation generates various obstacles on a foreign company’s way. To avoid them, a company will need assistance of qualified specialists. Territoriya Prava (Territory of Law) Consulting Agency offers a variety of services, such as financial, legal and bookkeeping control over a company that allows entrepreneurs to significantly reduce time and cost of doing business. Audit-Center consulting company is considered one of the best audit companies in Russia. It has been operating in the Khabarovsk Krai since 1995. Today, Audit-Center has over 200 regular clients among the Far Eastern large and medium-sized enterprises and their branches. Logistics
As the RFE transport hub, Khabarovsk Krai has an advantageous position regarding transport infrastructure and cargo and passenger transportation. Khabarovsk Krai is an intersection of the main air and water routes, railroads, and highways; therefore, the Krai Government is interested in a complex development of the regional transport system that consists of a number of seaports in the Sea of Okhotsk, exits to Trans Siberian and Baikal-Amur main lines, forming highway and airway network. Khabarovsk companies engaged in cargo transportation enjoy annual 6-8 percent growth.
Vanino Commercial Seaport provides year-round cargo delivery to the northern parts of Russia and countries of the Asian-Pacific Region. Currently, the Khabarovsk Government and Vanino Seaport is implementing a program on Vanino-Sovgavan transport center development and establishing on its base a gigantic seaport complex. A number of serious projects that are presently being realized will allow the Vanino to increase seaport cargo turnover from today’s 7 to 50 million tons. The Siberian Coal and Power Company (SUEK), one of the country’s leaders in the sector, is constructing a cargo-processing terminal at Vanino with a capacity of 12 million tons of coal a year. Sakha Republic (Yakutia) intends to construct at the seaport a new terminal with the capacity of 20 million tons of coal, ore, and timber.
Sovetskaya Gavan is another seaport operating in the Khabarovsk Krai. Currently, the Far Eastern branch of the Russian Railways Company reconstructs Komsomolsk-na-Amur – Sovgavan–Sortirovochnaya line that will lead to a threefold increase in cargo delivery to the seaports of Vanino and Sovgavan.
Khabarovsk motor highway system is characterized by a rather low density of 46 km for 1,000 sq. km that is, for instance, six times less than in Primorsky Krai. The Khabarovsk Krai Government realizes the importance of constructing a developed highway network in the region. Presently, they construct Khabarovsk–Lidoga–Vanino highway connecting the regional center with seaports of the Sea of Okhotsk. Today, only one-third of the road enjoys asphalt surfacing. However, in the near future, Khabarovsk–Vanino highway will become the main part of Russia’s transport strategy in the Far East.
Selikhino–Nikolaevsk-na-Amur is the second and the longest regional highway
(640 km). It links the seaport of De-Kastri to Nikolaevsk-na-Amur river port.
During the next three years, the Krai Government will allocate about one
billion rubles ($37 million) for its construction. Major Russian companies,
such as SUEK (Siberian Coal and Power Company) and Bazovy Element, have shown
interest in this project.
Khabarovsk Airport located in the very center of the airway network is listed among the largest Russian airports to be developed into hubs. Khabarovsk Airport management is currently reconstructing the airport whereupon it will provide servicing according to the international standards.
Customs
Khabarovsk Customs regulates foreign trade operations by exercising registration and control procedures, duty and taxes levy. Customs also provides participants of foreign trade activity with relevant information and free-of-charge consulting services. Khabarovsk Customs House consists of two terminals situated at 1 Voronezhsky Proezd and Khabarovsk Airport.
In early August 2006, representatives of the Russian Federal Customs Service Far Eastern Customs Department and the U.S. Department of Energy visited Khabarovsk Customs to negotiate installation of a new system of radiation control to prevent nuclear smuggling. The project is implemented within the frameworks of “Second Protection Line” Russian-American Program. In June 1998, the Russian Customs Service and the U.S. Department of Energy signed an cooperation agreement under which the U.S. State Department would finance production of radiation control systems in Russia and their installation on the Russian borders. The project is estimated at $24 million.
In June 2000, the Federal Customs Service of Russia together with National Customs Brokers Association established “Customs Card,” a unified electronic system that allows clients to pay customs duties by electronic banking card. The system is aimed at developing customs duty payment, reducing the period of customs registration of goods. “Customs Card” is the international pay system. It is valid in Russia, Belarus, Kazakhstan, Tajikistan, etc. The number of companies switching to customs cards is constantly growing. The system allows exporters and importers to perform without cash safety transfer when paying customs duties. To obtain a customs card, one has to go to a bank that issues such cards, such as Alfa-Bank branch in Khabarovsk.

The Foreign Investment Promotion Agency (FIPA) was established in 1999 to assist and support foreign investors already operating in the Krai, as well as those seeking to become investors. The Agency provides such information as general Krai statistical data, specific industry information, and contact information of the local producers, service providers and potential contractors. It can also assist in arranging meetings with the Khabarovsk and Krai businesses and government agencies and provide visa support and assistance in lodging and transportation. A large number of Khabarovsk companies offer advertising service,s as well as design and printing services, for various types of business cards, booklets and seals.
There is a big choice of diversified office equipment, furniture and supplies. A number of trading firms are ready to propose a broad variety of office furniture sets imported from the U.S., Italy, Spain, Republic of Korea, Germany and other countries.
More than 30 companies operating in Khabarovsk propose almost all types of the computers and accessories, printers, fax-machines, scanners, modems, copiers and accessories. The companies provide equipment with the latest software in both English and Russian, with at least one-year guarantee and maintenance service. Most of the computers and office equipment is imported from the Republic of Korea, Thailand, Singapore, Malaysia, and the United States. Retail prices for the equipment are approximately 20–30 percent higher than in the United States.
U.S. companies should also take advantage of
the sector-specific trade shows and exhibitions to raise awareness of their
products and find potential dealers or consumers. Khabarovsk International Fair
(KIF) is one of the leading exhibition companies in the Russian Far East.
Starting in 1994, the company holds about 10 universal and specialized
exhibitions and fairs annually. During the past two years, the average number
of participants at each exhibition was 150-200, while the number of visitors
was 3,000-5,000 people per day. The participants come from various regions of the
Russian Far East, Siberia, Zabaikalye, different Russian cities, and Pacific
Rim Countries; the Fair seeks to increase participation of foreign companies.
The exhibitions are held at Khabarovsk exhibition hall, which has
overall exhibition space of 5,000 sq. m. In the near future, all exhibitions
will be held in the newly constructed modern Interregional Center of Economic
Cooperation in downtown Khabarovsk. The program of exhibitions includes
