On July 11, 2007, EPA published a proposed rule in the Federal Register (72 FR 37683) to approve a state implementation plan (SIP) submitted by the State of Pennsylvania. EPA’s adequacy review of the motor vehicle emissions budgets and an opportunity for public comment on the SIP revision are being done concurrently. EPA is proposing approval of the SIP in accordance with the requirements of the Clean Air Act.

The State of California has requested that EPA parallel process the proposed SIP revision for adequacy, meaning that we will start the public comment period for the adequacy of the SIP prior to the State completing its SIP adoption process. As in every adequacy review, the public has 30 days to comment on the adequacy of this SIP. Should there be any significant changes to the SIP when the State formally submits the final version to EPA, we will restart the 30 day public comment period for adequacy. However, if the State submits the current proposed SIP as the final version to EPA, there will not be another comment period before EPA makes its adequacy finding

On April 25, 2008, EPA published a proposed rule in the Federal Register | PDF Version (12 pp) (73 FR 22307) to approve a State Implementation Plan (SIP) revision submitted by the State of California. EPA’s adequacy review of the motor vehicle emissions budgets and an opportunity for public comment on the SIP revision are concurrent. EPA is proposing approval of the revision to the SIP in accordance with the requirements of the Clean Air Act.
