A DMIR is an individual appointed in accordance with 14 CFR ยง 183.31 who may —

  • Issue:
    • original airworthiness certificates,
    • export certificates of airworthiness,
    • experimental certificates, and
    • special flight permits for export of aircraft; and,
  • Conduct inspections of prototype and production products and related parts necessary to the issuance of certificates.

A DMIR must possesses aeronautical knowledge and experience, be employed by a Production Approval Holder (PAH), or a PAH's approved supplier, and meet the qualification requirements of Order 8100.8.
