Office of U.S. Fissile Material Negotiator and Senior Cutoff Coordinator's Operation (ISN/FM)

MISSION STATEMENT

The U.S. Fissile Material Negotiator and Senior Cutoff Coordinator’s operation (ISN/FM) directs policy formulation and negotiations on fissile material and related threat-reduction and cross-cutting cooperation issues, focusing particularly on achieving the critical U.S. nonproliferation goal of converting excess weapons plutonium into forms unusable for weapons by terrorists or others ("plutonium disposition"). It is responsible for leading the U.S.-Russian negotiations and the G-8 negotiations on, and eventually implementation of, necessary bilateral and multilateral agreements for support of Russia’s program called for by the 2000 U.S.-Russia Plutonium Management and Disposition Agreement (PMDA). ISN/FM also leads:

  1. related negotiations on cross-cutting issues, such as for resolving longstanding liability issues between Russia and the United States and the associated coordination of the resulting liability provisions for other critical nonproliferation, cooperative, and defense-related programs;
  2. the development and negotiation of a monitoring and inspection regime for both the U.S. and Russian disposition programs;
  3. U.S. Government negotiations in other critical areas such as extending the pioneering U.S.-Russian Cooperative Threat Reduction (CTR) Umbrella Agreement and developing a framework agreement to secure transparency arrangements at the Fissile Material Storage Facility constructed with U.S. assistance at Mayak; and
  4. helps coordinate key U.S. policy issues on a future Fissile Material Cutoff Treaty (FMCT).
