Office of Missile Threat Reduction (ISN/MTR)MISSION STATEMENT ISN/MTR is mandated to take the lead in implementing policies and programs to protect and defend the U.S. and its allies from the dangers and instability resulting from the present and future proliferation of ballistic and cruise missiles capable of delivering weapons of mass destruction, and related equipment and technology. This office leads U.S. participation in and policy for missile nonproliferation regimes and arrangements, including the Missile Technology Control Regime (MTCR) and the Hague Code of Conduct Against Ballistic Missile Proliferation (HCOC). ISN/MTR chairs the Missile Trade Analysis Group (MTAG), the Missile Technology Export Control (MTEC) working group, and the Missile Annex Review Committee (MARC), and provides support as needed ISN/CPI, in order to ensure its effective coordination with overall counterproliferation efforts. This office also works closely with National Security Council (NSC) and White House Offices and other agencies, including the Departments of Commerce, Defense, Energy, Homeland Security, Justice, Treasury, and the Intelligence Community. Key missions of the office include: Developing and Implementing Missile Nonproliferation Policies: ISN/MTR officers have the lead for developing and implementing bilateral and multilateral missile-related nonproliferation policies and initiatives. Key functions include: 1) implementing and developing policies, strategies, and recommendations for strengthening the MTCR and HCOC; 2) advancing and protecting key U.S. national security interests within the MTCR and HCOC; 3) leading the development and implementation of MTCR export controls and catch-all controls covering missile end-uses; 4) implementing U.S. missile sanctions laws and other penalties as they pertain to missiles and related equipment and technology; 5) chairing the interagency MTAG, MTEC, and MARC working groups and providing recommendations regarding proposed U.S. exports for proliferation concerns and consistency with U.S. nonproliferation policy; and 6) preparing the annual report to Congress on “Proliferation of Missiles and Essential Components of Nuclear, Chemical, and Biological Weapons” and the semi-annual report on the national emergency with respect to the proliferation of weapons of mass destruction.
