Office of Export Controls Cooperation (ISN/ECC)

MISSION STATEMENT

This office incorporates the functions of the former NP/ECC. It reports to the Deputy Assistant Secretary for Threat Reduction, Export Controls, and Negotiations. The role of this office is to formulate, coordinate, and strengthen U.S. nonproliferation export control assistance, including promotion of bilateral and multilateral coordination of assistance.

Key missions of this office include:

Export Control Assistance: Officers will coordinate all U.S. Government nonproliferation export control assistance programs and establish priorities for such assistance in conformance with U.S. nonproliferation policy goals in order to combat the proliferation of Weapons of Mass Destruction, associated delivery systems, conventional weapons, and related goods and technologies. These duties will include: 1) chairing the Export Control Assistance Interagency Working Group; 2) assessing the effectiveness of program countries’ national export control systems; 3) developing, implementing, and managing the Export Control and Related Border Security (EXBS) program in order to help governments to establish, strengthen, and enforce export/border control systems and responsible export control policies consistent with international norms; 4) reviewing, evaluating, and recommending to the ISN Assistant Secretary and Deputy Assistant Secretary for Threat Reduction, Export Controls, and Negotiations, projects that other U.S. Government agencies are prepared to undertake to assist foreign governments in improving national export control systems; and 5) managing and implementing certain individual programs and activities apart from those implemented by other U.S. Government agencies. Having responsibility for export control capacity-building in foreign partner states, this office will also – within the framework of overall Departmental counterproliferation policy and therefore in close coordination with the ISN office of CPI – lead in the provision of assistance and implementation of programs to improve governments’ capability to observe the requirements of U.N. Security Council Resolution 1540.

With regard to the EXBS program, officers will: 1) establish and enforce strict financial controls to ensure that the use of funds is consistent with all relevant laws, regulations, policies, and procedures and further program goals, as well as U.S. nonproliferation objectives, in a cost-effective manner; 2) supervise provision of EXBS training and other EXBS activities in recipient countries; 3) lead delegations to foreign capitals and multilateral conferences to initiate and oversee bilateral export control assistance programs; and 4) coordinate program activities with contract advisers placed in U.S. embassies in recipient countries. The EXBS program is funded from the Nonproliferation, Antiterrorism, De-mining and Related Programs (NADR) Account. This office will accordingly develop the export control assistance portion of the NADR budget and plans for the expenditure of these funds. More generally, this office will advise the appropriate Departmental principals and prepare the required notifications to Congress with respect to the global allocation of U.S. export control assistance funds.
