Approval and Promulgation of Implementation Plans Tennessee: 
Approval of Revisions to the Tennessee State Implementation Plan

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: The EPA is approving revisions to the Tennessee Department of 
Environment and Conservation's definitions of Volatile Organic 
Compounds submitted on February 3, 1999, by the State of Tennessee. 
These revisions are designed for the State Implementation Plan (SIP) to 
attain the national ambient air quality standards (NAAQS) for ozone 
under title I of the Clean Air Act (CAA). The additional compounds 
HFC43-10mee, HCFC-225ca, and HCFC-225cb are added to the list of exempt 
compounds on the basis that they have negligible contribution to the 
tropospheric ozone formation.
    In the Final Rules section of this Federal Register, the EPA is 
approving the State's SIP revision as a direct final rule without prior 
proposal because the Agency views this as a noncontroversial submittal 
and anticipates no adverse comments. A detailed rationale for the 
approval is set forth in the direct final rule. If no significant, 
material, and adverse comments are received in response to this rule, 
no further activity is contemplated. If EPA receives adverse comments, 
the direct final rule will be withdrawn and all public comments 
received will be addressed in a subsequent final rule based on this 
rule. The EPA will not institute a second comment period on this 
document. Any parties interested in commenting on this document should 
do so at this time.
