ACTION: Notice.

    The Department of Defense has submitted to OMB for clearance, the 
following proposal for collection of information under the provisions 
of the Paperwork Reduction Act (44 U.S.C. chapter 35).

DATES: Consideration will be given to all comments received by March 3, 
2004.
    Title, Form, and OMB Number: Personal Check Cashing Agreement; OMB 
Number 0730-0005.
    Type of Request: Reinstatement.
    Number of Respondents: 386,000.
    Responses per Respondent: 1.
    Annual Responses: 386,000.
    Average Burden per Response: 30 minutes.

    Annual Burden Hours: 193,000.
    Needs and Uses: This collection of information is necessary to meet 
the Department of Defense's (DoD) requirement for cashing personal 
checks overseas and afloat by DoD disbursing activities, as provided in 
31 U.S.C. 3342. The DoD Financial Management Regulation, Volume 5, 
provides guidance to DoD Disbursing Officers in the performance of this 
information collection. This provides the DoD disbursing officer or 
authorized agent the authority to offset the pay without prior 
notification in cases where this form has been signed subject to 
conditions specified within the approved procedures.
    Affected Public: Individuals or households.
    Frequency: On occasion.
    Respondent's Obligation: Required to obtain or retain benefits.

recommendations on the proposed information collection should be sent
