Budget and Research Priorities

After a period of significant national investment in cancer research, NCI has operated under a flat budget between fiscal years 2004 and 2008. Despite a "flat" budget, NCI has experienced a 21% loss in purchasing power since 2004 due to the rate of inflation according to the latest Biomedical Research and Development Price Index (BRDPI). Therefore, in 2008 NCI will be unable to fund the same number of research grants that were funded in 2007.

For fiscal year 2009, NCI proposes a budget of $5.2 billion to maintain the current level of activities. But to make progress in cancer research more quickly, NCI requests a budget of $6 billion for 2009. Such an increase would allow NCI to cover ground faster, by funding more scientists in all areas of cancer research. NCI wants to nurture new investigators so they don't go elsewhere or leave the field of research entirely. Increased resources will also help maintain NCI's position as a world leader in the field of biomedical science and begin to address the rising cost of health care.

Director's Update on the FY 2009 Bypass Budget
Among the most valuable communication tools created as a result of the National Cancer Act of 1971 is the NCI's annual report on The Nation's Investment in Cancer Research. Often referred to as the "bypass budget," this report is intended to directly inform the President and guide the administration's budget request to Congress for NCI funding.
