Director's Orders 83 is the governing document that describes the Public Health Program expectations of Park Managers. The requirements outlined in DO 83 are in keeping with the requirements as set forth in the Management Policies of the National Park Service, GPRAct requirements and the NPS Strategic Plan(large file). In addition to the Director's Order, there may be additional requirements imposed by the Primacy Agency, if applicable.

There are two reference manuals that provide the "how tos" of wastewater management and disposal. RM83(B1)-Wastewater Systems is the basic guidance for septic tank and drainfield management. RM83(B2)-In-Depth Design and Maintenance of Vault Toilets, published by The Forest Service, U.S. Department of Agriculture, is the guidelines used throughout the National Park Service for vault toilet management.

All primacy agency regulated wastewater systems (e.g., systems that require an NPDES permit, must conform to the requirements imposed through the permitting process.
