As international trade's share of our national economy has grown, the impact of both regulatory and trade policy on American business has increased. With industries becoming more dependent on the conditions in the global marketplace, competition has changed from being a business concern to a national concern. As a result, there is widespread interest in the capacity of our businesses, our industries, and our nation to retain and broaden market share when faced with the competition and the opportunities of international trade.

Around the world, national governments and nonprofit organizations have recognized the importance of promoting policies and behavior that make their nation or their region more competitive in a global economy. To some extent advancing the competitive prowess of one nation's economy sharpens its edge over the competition. To a greater extent, striving to be the best increases the productivity and ultimately the living standards of all who compete.
