The Joint Committee on Taxation announces the retirement of Roland W. Ford and James L. Billinger from the Committee's Refund Office as of January 31, 1997.

Mr. Ford joined the staff of the Joint Committee as a Refund Counsel in 1980 and became Senior Refund Counsel in 1987. Mr. Billinger joined the staff of the Joint Committee in 1972 as a Legislation Attorney and became a Refund Attorney/Counsel in 1982. Ken Kies, Chief of Staff of the Joint Committee on Taxation, commented concerning their retirement as follows: " Roland and Jim have, through their hard work and keen attention to detail, literally saved the taxpayers millions and millions through their long years of service. Their valuable contribution has provided an enormous benefit to all of us."

Norman J. Brand, who joined the Joint Committee staff in 1981 as a Refund Attorney, has succeeded Mr. Ford as Senior Refund Counsel. Carl E. Bates, who previously served on the staff of the Joint Committee from 1969 to 1980, is rejoining the staff as a Refund Counsel.
