The staff of the Joint Committee on Taxation ("JCT") today published a "General Explanation of Tax Legislation Enacted in 1997," also referred to as the "1997 Bluebook." The 1997 Bluebook contains an explanation of the final tax legislation enacted in 1997, as well as a table showing estimates of the effects of tax legislation enacted in 1997 on Federal fiscal year receipts for 1997-2007.

The 1997 Bluebook was prepared by the staff of the JCT and reviewed by the staffs of the House Ways and Means Committee and the Senate Finance Committee (the Congressional tax-writing committees), as well as by the staff of the office of Tax Legislative Counsel of the Treasury Department. The 1997 Bluebook describes the 1997 tax legislation after action by the conference committee, reflecting the the final version of the legislation as enacted by Congress.

JCT Chief of Staff Kenneth J. Kies stated, "I am proud of the work of the JCT staff in putting together the 1997 Bluebook, in consultation with the other tax legislative staffs. It is useful to Members of Congress as well as to tax practitioners to have the explanation of the final provisions of all the 1997 tax legislation in one document."
