Site Background:
MCB Camp Lejeune is located in Onslow County, North Carolina. The installation covers approximately 236 square miles. As of September 1996, a total of 77 sites are included under the Installation Restoration Program (IRP). The Navy has detected pesticides in the soil and various contaminants in the groundwater. Approximately 13,800 people obtain drinking water from wells. Groundwater is the sole source of drinking water for the base and surrounding communities. Surface water from the base drains into the Atlantic Ocean via the New River. Both bodies of water are used for fishing and recreational activities.
Cleanup Progress: Actual Construction Underway

Hadnot Point Industrial Area (HPIA) Shallow Aquifer - This aquifer is contaminated with volatile organic compounds (VOCs) and covers approximately 590 acres. Construction of the groundwater treatment plant was completed in February 1995.
Operable Unit 4, Site 41 & 74 – The ROD that was signed for this OU in October 1995 stipulated institutional controls and groundwater monitoring. Monitoring was discontinued when site wide groundwater concentrations fell below the remedial action goals. A final closeout report was completed in August 2006.
Operable Unit 16, Site 93 – The ROD was signed for this site in October 2006. This site is only a portion of OU 16. The Remedy included institutional controls, groundwater monitoring and in-situ chemical oxidation. The in-situ remedy was completed in FY2007 and a interim close out report is underway and scheduled to be finalized in FY 2009.
Operable Unit 18, Site 94 – A No Action ROD was signed August 2006.
Operable Unit 7, Sites 1, 28, 30 – The ROD that was signed for this OU in May 1996 stipulated Institutional controls and groundwater monitoring. Monitoring was discontinued in January 2001 when site wide groundwater concentrations fell below the remedial action goals. A final closeout report was completed in September 2002.
Site 78 - Three additional wells were installed to the HPIA shallow aquifer system to treat the VOCs in January 1997. Pilot studies were initiated at two groundwater “hot spot” areas and completed in 2005. ORC was injected into the vinyl chloride plume at Site 78 North and HRC was injected into the trichloroethene plume as Site 78 South. Efforts are underway to evaluate the technologies and determine if they will be effective in reducing the contaminant concentrations.
Site 82 - Approximately 17,500 cubic yards of VOCs contaminated soils were treated with a soil vapor extraction (SVE) system in February 1996. Shallow and deep groundwater is being treated by a groundwater treatment plant that was constructed completed in June 1996. Site 82 - A Bio Cell was constructed in May 1996 to treat 165 cubic yards of total petroleum hydrocarbons (TPH) contaminated soils.
Site 21- Removal of 742 tons of PCB-contaminated soils was completed in November 1995.
Site 6 - Removal of 200 drums and 5 above ground tanks was completed in February 1995. In addition, a removal 2500 cubic yards pesticide and polychlorinated biphenyl contaminated soils was completed January 1997. Removal of approximately 1600 tons of PAH and pesticide contaminated soils was completed May 2003.
Site 43 – Removal of approximately 1450 tons PAH contaminated soil was completed April 2003. ROD was signed in September 2005.
Site 2 - Removal of 1049 tons of pesticide contaminated soils was completed in October 1994. Natural Attenuation has successfully remediated the groundwater and site close out is scheduled for FY09.
Site 35 - Removal of 15,770 tons of solvent and total petroleum hydrocarbon contaminated soils was completed in December 1995. A groundwater treatability study is underway to address the hot spot areas of trichloroethene (TCE). A pilot study was conducted for a TCE “hot spot” in the area of the highway by-pass. The pilot study was designed to inject modified Fenton’s Reagent and permanganate into the groundwater. The study was completed and the report submitted in March 2006.
A non time critical removal action is underway to address a dissolved-phase chlorinated VOC groundwater plume using enhanced reductive dechlorination via emulsified vegetable oil and lactate injection. Injections were completed in June 2007 and monitoring is ongoing. The final report is scheduled for 2009.
Site 80 - Removal of 950 tons pesticide contaminated soils was completed in September 1996.
Site 88 - Removal of 5 underground storage tanks, 2000 gallons of waste liquids and 120 tons of trichloroethene and perchloroethylene contaminated soils was completed in September 1996. An EE/CA for the DNAPL soil source removal under building 25 recommended soil mixing with clay-zero valent iron and duel phase extraction was completed in FY 2004. The removal action began in late 2004 and was completed in late 2005. The final report was submitted in August 2006.
Site 36 - Removal of 148 and 92 tons of PCB contaminated non-hazardous and hazardous soils respectively was completed in September 1997. ROD was signed in 2005. The remedy includes land use controls and monitored natural attenuation.
Montford Point Water Tower - Removal of 400 tons of lead contaminated soils was completed in November 1998.
Site 3 - Removal of 1340 yd3 of PAH contaminated soils is scheduled to be completed by September 1999. Site work was rescheduled and completed in September 2000.
Site 85 - Discarded battery packs approximately 10" x 5" will be removed from sixteen areas which range in size from 2' x 2' to 15' x 20'. The removal was completed in May 2000.
Site 84 – Removal action to excavate and dispose of approximately 3500 cubic yards of PCB contaminated soils was completed in Nov. 2006. The Record of Decision is expected to be completed in FY08.
Site 89 - Removal of 6150 yd3 of VOC contaminated soils is being conducted under a time critical removal action. This action includes excavation with on-site treatment using Low-Temperature Thermal Desorption (LTTD). The soil treatment was completed September 2001. A pilot scale treatability study began in 2003 using electrical resistance heating (ERH) to treat the DNAPL area. Approximately 43,000 pounds of TCE contamination has been removed from the source area. The study was completed in 2004 and the final report was generated in 2005. Treatability Studies were completed in FY08 to evaluate the performance and effectiveness of four remedial alternatives. A final Remedial Investigation Report is scheduled to be completed in FY 2009.
Site 93 – A ROD was signed in October 2006 to address VOC contaminated groundwater using in situ chemical oxidation via permanganate injection and monitored natural attenuation. The remedial action began in FY 2007 and was completed in FY 2008. A Interim Site Close Out is expected in FY09.

The second five year review was completed in Feb. 2005 and concluded that all remedies remain protective of the environment and public health.
