Bertrand Lortholary is the counselor for African affairs and chief of staff to the Ambassador of France to the United States. He has previously served in the Bureau of African Affairs/Central Africa in the Foreign Affairs Ministry in Paris and as the special assistant to the Under Secretary for Political and Security Affairs. He studied at the French National School of Oriental Languages (Chinese) and the Institute for Political Science in Paris, and received an MBA from Paris-Dauphine University. He also is a graduate of the National School of Public Administration.
