Day
1: Wednesday, September 21, 2005
Session
1 -
Welcoming remarks; review of developments since the last meeting, and
review of objectives and agenda for the 5th meeting.
Session
2 - Workgroup 1 has
developed a draft set of general questions on disability (short form) to
be used primarily in census formats related to the purpose of assessing
equalization of opportunity. This workgroup will discuss the final
question set and the accompanying rationale and will present recommended
revisions to the question set based on the results of the initial
pre-tests. This group will also discuss the potential for use of the
general measure as a screener. The session will be followed by open
discussion.
Session
3 – Workgroup 2 has
developed methods for implementing the pre-test of the general disability
measure. Testing protocols will be presented that outline: the
objectives of the test and evaluation plan; the plans for cognitive and
field testing; translation protocols; enumerator training; sample design;
and specifications for tabulation, analysis, and report writing. The
implementation materials will have been used in two training workshops by
the time of the 5th WG meeting and the workgroup will present
lessons learned from the workshops and the pre-tests regarding
implementation. The session will be followed by open discussion.
Session
4 – In this session,
reports on the results of two ongoing pre-testing activities that include
the WG general measure will be presented; one conducted by the Washington
Group and one by UNESCAP. Plans for future workshops will be discussed.

2: Thursday, September 22, 2005
Session
5 – This session focuses
on conceptual issues and will include a discussion of what it means
to use ICF as the framework for Washington Group work and a discussion of
language issues related to disability measurement. The session will be
followed by open discussion.

6
-Workgroup 3 is
developing two extended measurement set/s related to the purpose of
assessing equalization of opportunities and will present their proposals
during this session. The session will be followed by open discussion.
Session
7
-Workgroup 4 will
address methodological issues of importance to the WG work. More
specifically, proxy and nonresponse will be
discussed, as well as survey coverage of institutionalized populations,
and a comparison of data from Census and health surveys to explore
explanations for differences. The
session will be followed by open discussion.

3: Friday, September 23, 2005
Session
8 – The United Nations
Statistics Division will present information on the collection of national
disability statistics from population and housing censuses and related
national surveys and administrative registers.
Session
9 – This session focuses
on strategic issues and will include a summary of country reports, an
update on the work of the UNECE/WHO/Eurostat group on health status
measurement, an update on revisions to the UN and UNECE documents on
“Principles and Recommendations for Population and Hosing Censuses”, an
update from the World Bank about their activities related to disability
statistics, and a discussion of WG governance issues.
Session
10 – The Steering
Committee chair will lead a discussion on planning next steps, and
objectives for the 6th meeting in Uganda will be established.
This session focuses
on strategic issues and will include a summary of country reports, an
