(a) Applicants and prospective applicants for permits to use specially denatured spirits may obtain samples of specially denatured spirits for experimental purposes or for preparing samples of finished articles as required by Sec. 20.92. Samples of specially denatured spirits may only be obtained from distilled spirits plants or dealers. (b) Samples not larger than five gallons per calendar year may be obtained without a permit. Dealers shall maintain records to ensure that samples of specially denatured spirits dispensed to nonpermittee do not exceed five gallons per calendar year. (c) Samples larger than five gallons per calendar year may be obtained without a permit as described in Sec. 20.252.
