(a) Agencies may authorize onsite use by contractors of existing Government-owned and -operated test facilities in connection with Government contracts only when-- (1) No adequate commercial test capability is available; (2) Substantial cost savings will result from using the Government- owned test facilities; or (3) Otherwise authorized by law. (b) When such use is authorized, the contracting officer shall obtain adequate consideration comparable to commercial rates.
