Using FBCOs’ Strengths to Better Serve Target Populations

Since 2004, the U.S. Department of Labor has invested more than $16 million in a pilot grant program for 188 small, faith-based and community organizations (FBCOs) and 22 Workforce Boards, which were required to sub-award funds to small, FBCOs and coordinate their complementary services with the One-Stop system.

Both grants showed promising results with regard to how, with relatively little funding, grassroots FBCOs help prepare high-need individuals to succeed at work. These grants bring together the strengths of the One-Stop system to provide job counseling, job placement, and training and the complementary strengths of grassroots non-profit organizations to provide outreach, mentoring, and job-readiness training.

Local Workforce Board areas may choose to adapt the structure of either grant program described above—direct grants to local grassroots organizations or intermediary organizations that sub-award funds to smaller non-profits. The 2006 Small, Faith-Based and Community Organization Grant provides guidelines for defining grassroots faith-based and community organizations.
