Quality Assurance Program |
|
The primary role of this level is to monitor design work and quality control programs of individual providers to ensure overall quality, appropriate design practice, completeness and adherence to policy. This element of the program is administered by the Office of Pre-Letting with review support by all Technical Services sections. Projects are sampled from each provider, comprehensively reviewed and performance improvements recommended.

Design Performance Specs |

Design Performance Specification
This tool is a common specification setting design expectations for all aspects of design production. The specifications will apply universally to all design providers for the agency. Management of this specification will be via Technical Service's technical ownership of appropriate elements. Overall oversight is provided by the Roadway Engineering Section.
This coupled with the substantial outsourcing of design products requires the implementation of a new control regimen designed to ensure quality, and completion of design products. As an intermediate level of design management, the agency will require Quality Control practices to be implemented by all providers. The elements of this management system are needed to provide systematic, predictable and documented supervision of design production.
All providers will be required to develop and carry out a quality control program for all design elements and for all projects. This control program must be documented and available for review.

Pre-Letting Review |
|
All projects submitted for letting will be briefly reviewed for general completeness, major risk elements and readiness for advertisement for bids. This function is carried out in the Office of Pre-Letting with the general direction of ensuring only the most prominent risk items are addressed.

Quality Program Management |
|
This is the final level of the program. Its function is to provide form and function to each of the previous steps. As this program becomes operational, its function will be to provide ongoing evaluation of each level and develop improvements as appropriate. It is expected that this level include internal review, program audits and review by FHWA.
