Seventeen states from around the country (and one city) have collected, compiled and analyzed nationally consistent data and measures (NCDMs) about the environment and health in five topic areas: childhood blood lead testing, public drinking water quality, asthma and heart attack hospitalizations, air quality and birth outcomes (including infant mortality). Accurate and consistent information about these five topics from all seventeen grantee states will form the basis for the National EPHT Network. The Oregon EPHT program has summarized the results of their investigation of the five national EPHT topics in the reports below.
 
Please note: The data and indicators presented in these reports may differ from the numbers reported by other Public Health Division programs due to variability in the time range of the data used or as a result of different methods of calculating similar indicators.

Local Health Department Survey (May 2004)
In October of 2003, Oregon's EPHT program surveyed local health departments in the state to gauge environmental public health capacity and needs.  Thirty out of the 35 counties responded.  Click on the link below to view the survey.

Mini-Grant Summary (August 2005)
Oregon EPHT awarded “mini-grants” as part of the planning grant. The purpose of the mini-grants was to build the capacity of local health departments and other organizations to identify, understand, monitor, and respond to environmental public health issues and events. Application was open to local and Tribal health departments, community organizations, universities and individuals. Six local health departments applied for the mini-grants; all six were funded. The
projects focused on local concerns or needs around environmental health issues, the creation or enhancement of environmental health surveillance or monitoring databases or programs, and on building related communication or outreach programs. Projects were completed by Summer 2005. You can find descriptions of the mini-grants in the following report.

Mini-Grant Technical Outreach Summary (August 2005)
In 2004, Oregon’s EPHT program awarded capacity building mini-grants to six local health departments for converting records to electronic format, purchasing software, training staff and tracking environmental hazards and health outcomes.  As a result of discussions with the mini-grant counties about barriers they were encountering, Oregon EPHT staff developed and implemented a follow-on Technical Outreach Program. The goal of the outreach program was to facilitate and assist local capacity building in data and geographical information systems, sustainability, information sharing, and interdisciplinary communication. This report summarizes the technical outrach efforts.

ArcGIS Quick Start Manual (August 2005)
ArcGIS is a software system that allows you to visually represent data by geographic location. This ArcGIS quick start manual was created as a guide for local health departments learning to use the software. The material in this quick start manual is derived from the ESRI® ArcGIS® reference library.

Database Inventory (August 2005)
This report is an inventory of databases containing data relevant to Oregon's EPHT Program.  The Inventory includes databases with both on-going and one-time collection, as well as electronic and paper data.  Database owners filled out either an on-line survey or hardcopy version with descriptive information for each database between October 2003 and January 2004.  At present, we have received surveys for 86 databases in different states of completion. Click on the link below to view the survey.

Capacity Building Plan (October 2006)
The Environmental Public Health Capacity Building Plan was created using the results of the Local Health Department survey, the input from the Planning Consortium and Advisory Committee, and the ideas developed in the mini-grant program.  We introduced this draft to the Advisory Committee and the Planning Consortium for their comments and then redrafted the plan with that input.  We then brought the plan to Oregon Coference of Local Health Officals for their input.  The Capacity Building Plan addresses the priority needs of EPHT stakeholders related to tracking and outlines support activities we can accomplish in these areas.

Implementation Plan (August 2006)
The Oregon Environmental Public Health Tracking Network Implementation Plan discussed the needs, issues, and plans for implementing a standard-based environment public health tracking network in Oregon.  This plan was submitted to the CDC in January of 2006 and received a favorable review.  In particular, we received favorable reviews on our discussions on data owner collaborations, the timeline for implementation, and the plans integration with the National Network Implementation Plan.

Outreach Plan (January 2007)
A key activity in the development and implementation of the EPHT network is communication. Components of communication on which the Oregon EPHT program will focus through the life of the grant include outreach to data partners, stakeholders and the general public, and the development of strategies within our program to effectively communicate around risk. This outreach plan was developed with careful consideration of the programmatic goals of the national tracking branch as well as the goals of the Oregon program.

Risk Communication Plan (August 2007)
This Risk Communication Plan was created for the stakeholders, partners, and staff members of the Oregon Environmental Public Health Tracking (EPHT) Program. It includes an overview of the EPHT Program, a brief introduction to risk communication principles, a description of the Oregon Department of Human Services and EPHT risk communication policies and procedures, and an explanation of the processes that will be used in EPHT activities to communicate the complexities and uncertainties of EPHT data to diverse audiences.

IT Conceptual Framework Plan (August 2007)
This Conceptual Framework for the information technology (IT) component of the Oregon Environmental Public Health Tracking (EPHT) Network was created for the stakeholders, partners, and staff members of the EPHT Program. It includes an overview of the EPHT Program, the Business Case, Project Charter, and Requirements Summary for the IT component of the Oregon EPHT Network implementation. It is a strategic document intended to guide decisions concerning architectural design; infrastructure development; and system deployment, documentation, and maintenance.
