The following information is provided by the Oregon Medical Association * -
"Order Tamper-Resistant Prescription Pads Through the Oregon Medical Association
Effective October 1 all handwritten Medicaid (Oregon Health Plan) prescriptions (see exemptions) must be written on tamper-resistant prescription pads as part of a Centers for Medicare and Medicaid Services (CMS) requirement.
To help you meet this new requirement, OMA has contracted with Rx Security, a company that prints compliant prescription pads that meet and exceed both the state and federal requirements. OMA has negotiated a 15 percent member discount on these compliant pads and they can be ordered through the OMA website at http://www.rxsecurity.com/OMA/form.html. Non-members can also order pads through the OMA website, but they will not receive the exclusive discounted rate.
The new federal law requires that all Medicaid prescriptions be written on tamper-resistant pads that have one or more industry-recognized features that prevent unauthorized copying, erasure or other modification, or counterfeiting.
Tamper Resistant Prescription Pad Security Features include:
- VOID appears on any reproduction
- Erasure resistant background
- Micro Printed Border
- Artificial watermark on back visible at 45 degree angle
- Thermochromic “Rx” disappears when rubbed or heated
- Security features box on back alerts patients and pharmacy to security features
The OMA suggests that you place your orders immediately so that Rx Security can complete them before the October 1 deadline. If you are not able to obtain your order by this deadline, you can email, phone, or fax your Medicaid prescriptions until you receive these pads, since CMS has deemed electronic, phoned or faxed prescriptions exempt from this requirement.

CMS GUIDANCE ON TAMPER-PROOF PRESCRIPTION PAD REQUIREMENT
CMS has now released guidance to State Medicaid Directors regarding the October 1 deadline for all handwritten Medicaid prescriptions to be written on tamper-resistant prescription pads. All existing state laws and requirements for tamper-resistant prescriptions are deemed to meet or exceed the CMS standard, but the following key elements of the requirement are important:
By October 1, prescription pads must meet one of the following standards, and by October 1, 2008 they must meet all three:
· Features to prevent unauthorized copying
· Features to prevent erasure or modification of the prescription
· Features to prevent use of counterfeit prescription forms
Exemptions to the Requirement:
- Prescriptions paid for by a managed care entity are exempt
- Electronic, faxed, and telephoned prescriptions are exempt
- Prescriptions provided in nursing facilities and certain other settings are exempt
- Refills of written prescriptions presented at a pharmacy before October 1 are exempt
Emergencies:
The requirement does not restrict emergency refills if the prescriber provides the pharmacy will a verbal, faxed, electronic, or tamper-resistant written prescription within 72 hours after the date the prescription was filled.
