When your employees and their families don't have health insurance,they can be distracted and worried - and it affects your bottom line.Now you can do something about it. Many Oregon business owners provide health insurance for their employees, but can't pay for the employees' dependent coverage. Many employees can't afford dependent coverage either. Now your currently uninsured employees and their families maybe eligible for a subsidy from the Family Health Insurance Assistance Program (FHIAP) to help offset the cost of health insurance premiums.
 
A FHIAP subsidy:
  • Allows the entire family to purchase the same insurance plan, see the same doctors, go to the same pharmacies.
  • Allows a low-income employee to sign up for the same insurance plan as fellow workers.
  • Contributes to the development of healthy, secure, productive workers and families.
 
The Family Health Insurance Program means you may:
  • Offer a benefit with little or no added cost.
  • Add your employee dependents to their existing plan.
  • Answer your employee's questions because the entire family is on a plan you are familiar with.
  • Allow your employees to access your health plan without increasing their taxable income.

What is FHIAP and how can it help our organization?
  • FHIAP offers subsidies to income-eligible Oregonians who have been uninsured for at least six months.
  • The subsidy pays a large portion of the premium costs for health insurance plans offered in the private market.
  • Depending on your employee's gross income and family size, FHIAP pays 95%, 90%, 70%, or 50% of their portion of the insurance premium. Click here to see income guidelines.
  • Members are responsible for the co-payments, co-insurance, and deductibles of their private insurance plans.
  • FHIAP is NOT a health insurance company. FHIAP only provides subsidies to members to help them purchase private health insurance.
  • FHIAP can help employers insure more employees and their dependents and increase employee retention.

How does the FHIAP subsidy reimbursement process work?
  • Members who have insurance through an employer typically have their portion of the premium withheld from their paycheck.
  • FHIAP reimburses your employees the subsidy portion amount within four business days after receiving proof that the premium was withheld(usually a copy of the paystub showing the deduction).

How can I help my employees in this process?
  • Complete the FHIAP Group Insurance Information Form and provide a copy of the health plan to the employee.
  • Help gather income information for FHIAP members to determine financial eligibility (FHIAP needs three previous months of gross income).
  • Fax FHIAP enrolled employees' paystubs showing the medical insurance deduction.

Why do our employees have to be uninsured for six months to qualify for the FHIAP program?
It is estimated that approximately 17 percent of Oregonians are uninsured. FHIAP is attempting to reach those who have the most desperate need for insurance.
